What does this MR do?

For Geo instances using FDW, the use of single and double quotes should be avoided in passwords as the quote is not escaped from the generated SQL command. This results in an unexpected end of line error when setting a password on a secondary node that contains a single or double quote during reconfigure.

The password for PostgreSQL must be the same for the primary and secondary, so this note was added to step 5 of step 7 during the configuration of the primary. https://docs.gitlab.com/ee/administration/geo/replication/database.html#step-1-configure-the-primary-server
