Add npm request forwarding to snowplow

What does this MR do?

Relates to: #238450 (closed)

This MR intends to add a new event to Snowplow for the npm request forwarding feature. This feature by default, will forward requests for packages not found in the GitLab NPM Registry.

(Administrators can disable this behavior in the Continuous Integration settings.)
