Remove VulnerableProjectsController(s) and related logic

What does this MR do?

Since we started using GraphQL API for the letter grade information for group security dashboard, Groups::Security::VulnerableProjectsController became obsolete. Security::VulnerableProjectsController has already become obsolete with the release of first-class vulnerabilities dashboards.

This MR removes Groups::Security::VulnerableProjectsController and Security::VulnerableProjectsController along with the utility modules used in these obsolete controllers.
