What does this MR do?
Backend work for #15399 (closed)

This includes a new #builds_with_coverage
in the MR Widget response in this format:

]
These are individual builds in the MR's head pipeline that have coverage values. This will be used by the frontend to display the individual coverage values inside a tooltip.
