What does this MR do?

MR that introduced this flag: !38484 (merged).

This flag has been enabled since 2020-08-24, and tested in gitlab-com/gl-infra/scalability#514 (closed).

gitlab-com/gl-infra/scalability#513 (comment 403757013) contains details about the overall impact here.

https://log.gprd.gitlab.net/goto/34f78cb85fa4bb605813d22662e3a525 shows there hasn't been an uptick in errors on a representative user of this mixin (Projects::BlobController#show), and the errors that are there aren't related to this.
