Update Composer and PyPI docs with additional info

What does this MR do?

• Adds a note to the Composer docs that deploy tokens are not yet supported
• Adds a section to the PyPI docs for CI
• Adds an update to the PyPI docs to show an example of a request without a .pypirc file
