Remove nil attributes for CiliumNetworkPolicy
What does this MR do?
Remove nil attributes for CiliumNetworkPolicy: Nil attributes whether ingress or egress will fail API for update.
This will be required when CiliumNetworkPolicy
creation makes into the UI.
