Add URL query support for the new Code Review Analytics filter bar

This MR streamlines the Code Review filter bar with the other filter bars in analytics by adding URL query support.

Availability and Testing

Tests have been added to ensure that this works as expected and this feature build on work that is already in use elsewhere. Furthermore, this new filter bar is behind a feature flag. Run Feature.enable(:code_review_analytics_has_new_search); in the rails c-console.
