Resolve failure in configure_issue_board_by_label_spec

What does this MR do?

Makes the test framework blur a dropdown after selecting a label.

This fixes #245182 (closed) by exposing the save button again after the changes in !40511 (merged) lead to it being hidden under the same conditions.
