Show welcome page after sign up
What does this MR do?
The experimental signup flow has been in production for a long time and we unfortunately added more features over time to this experiment. We now want to clean the experiment up (started by removing tracking and merging CE/EE welcome page) and now extracting the "welcome" step to be the default experience.
The welcome page greets the user and asks them for their role. This is in production for a few months now (gitlab.com only) and we want to align the behaviour on non .com environments.

How to test locally
- Go to signup page: http://localhost:3000/users/sign_up
- Fill in the signup form
- Voila, you're on the welcome page
