Move package deletion from rails-js to axios

What does this MR do?

This MR refactors the package details delete functionality to not rely on the controller but to use the already implemented API.

Note: The code uses a small trick to determine where to 'redirect back' because the package details page can be accessed both from a project package list and the group package list.

In the case we can't determine a reliable 'parent' we default to group level
