Update create label modal to gl-buttons

What does this MR do?

Updates the "Create group label" modal under "Edit board" (Issue board) to use gl-buttons

Go to Issues > Boards, click the Edit board button, and then *Edit in the labels section, followed by the Create group label option in the dropdown.
