Move group repo analytics to vue

What does this MR do?

Moves the new group repositories analytics page from HAML to Vue.

This is in preparation for more feature being added to this page.

Related to #215130 (closed)

Any developer-facing change (e.g., refactoring, technical debt remediation, test suite changes) should not have a changelog
