Resolve "[FE] Instance Statistics MVP: object counts"

What does this MR do?

This MR adds a metric card (panel) to the instance statistics page (/admin/instance_statistics) which displays the following counts:

• No. of projects
• No. of groups
• No. of users
• No. of issues
• No. of merge requests
• No. of pipelines

This is currently behind the :instance_statistics feature flag.
