Move to jquery slim [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This is a long-running MR just to see whether we can switch over to jQuery slim without any AJAX / animation capabilities. It is far from being finished, but would allow us to save a few kilobytes.
