Track state change events for Epics
What does this MR do?
In #229147 (closed) we are enabling state change tracking using events by default.
In the process of removing the feature flag, I noticed that this wasn't actually enabled for Epics even though the DB schema was structured to support Epics. I think it is also better to just make it consistent with issues / MRs so we can eventually remove the code for creating state change system notes.
