Create and use registry/metadata_item

What does this MR do?

This MR takes the implementation of Package metadata items, makes it a standalone component and re-uses it in the Package Registry and Container Registry

In addition, the new metadata_item supports dynamic sizes and text truncation with tooltip when the text overflows the defined max-width
