Bootstrap tooltip API facade

What does this MR do?

It creates an interface facade for the Bootstrap Tooltip API. The goal is decoupling Bootstrap’s API from GitLab’s codebase with the purpose of making easier to replace Bootstrap’s tooltips with GitLab UI’s tooltip.
