What does this MR do?

Add a new template for Implementation issues. This is a follow-up item from the %13.3 retrospective.

Why

A large piece of work can be broken-up in several smaller issues. This is particularly true when the work spans multiple iterations.

These Implementation issues are typically added to an Epic, while helps organize and track the whole work. Some teams like Secure and Threat Management use a workflow that relies on implementation issues.

Having a template helps us keep a level of consistency across and within groups.

What about the Feature proposal template?

You could think of the Implementation template as the Engineering equivalent of the Feature proposal template. They have a bit of overlap but Feature proposal is fundamentally a Product concern, which Implementation is an Engineering concern.

We can all use the template that best suits the occasion and for small, iterative development work, the Implementation template is a better fit.
