Cleanup of import url sanitization patch

What does this MR do?

We had some cleanup from https://gitlab.com/gitlab-org/security/gitlab/-/merge_requests/896 that we decided to put off until a rainy day. Well, it isn't raining, but I wanted to make sure this got tidied up.
