Draft: Use fuzzy matching for GFM emoji autocomplete

What does this MR do?

This MR adds fuzzy matching for emoji autocompletion for GitLab Flavored Markdown editors. It uses the same package as the Find File page (fuzz-aldrin-plus).

Closes #17191.
