Backports 'psi-geo-replicable-date' into 13-2-stable-ee
What does this MR do?
With !42478 (merged), we backported this change to 13.3.
We also need this change to be present in 13.2 because the next security release will require backports to 13.2 as well, and absence of this fix in 13.2 stable branch causes pipeline failures (eg: https://gitlab.com/gitlab-org/security/gitlab/-/merge_requests/951)
