Remove ES cache feature flags

What does this MR do?

This MR removes feature flags for ES cache, which are enabled by default:

• elasticsearch_indexes_project_cache
• elasticsearch_indexes_namespace_cache

This MR doesn't include a changelog entry because it was included when we switched them to default_enabled: true
