Resolve suggest_pipeline feature flag naming issues

What does this MR do?

currently our feature flag name is suggest_pipeline_experiment_percentage. However, we reference it as suggest_pipeline in some places. This should be remedied.

Note: we are behind a feature flag and other parts are developer facing, so no changelog

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
