Remove the `container_registry_api` feature flag
What does this MR do?
The feature flag container_registry_api
has been enabled by default for almost 22 months.
I think that it's safe to remove.
One less feature flag to manage
Related to #251080 (closed)
Note to myself: when this MR is deployed in production, don't forget to clean up the feature flag
