Applications page: tidy formatting, strip notes

What does this MR do?

Another round of stylistic cleanup for https://docs.gitlab.com/ee/user/clusters/applications.html which

• removes a note of notes that can be flowed into text
• adds in a lot of line break fixes
• fixes a lot of future tense
• changes one table to a key / value unordered list

Doesn't fix everything, but adds significant improvements.
