Add a `with_counts` search parameter to disable counts
What does this MR do?
This MR adds the with_counts parameter to the search page, controlling whether or not the results page has to fetch the counts for scopes outside the selected one.
This flags should be used mainly by QA to remove side-channel measurements from the AJAX queries sent by the page to retrieve the counts.
