Docs: Add term semaphore for comprehension and SEO in GitLab CI YAML reference

What does this MR do?

Adds the explanatory sentence "" to the section on "resource_group".

This should enhance SEO and understanding (lexical mapping). The MRs adding this functionality frequently referenced "semaphore" and it would be very common for someone trying to understand if GitLab CI can do this, to use it in a search term - both in Google and on GitLab.com.

If a resource_group differs in significant ways from the most generic concept of a semaphore - this can be clarified in the same section, but it would be better if this capability of GitLab CI is findable by conventional technical search terms.
