New project and group invite email design

What does this MR do?

This makes the new invite mail design the default one since the experiment was successful. Previous MR: !39628 (merged)

Note: Previously, we rendered a "Manage Notifications" link for these mails, however, the invitation emails only get send to new users, which makes this link not useful.

How to test?

• Go to a group or project of your choice
• Go to "members"
• Invite a new member via mail
• Go to http://localhost:3000/rails/letter_opener/
