Add the Ability to sort Issues and Merge Requests

What does this MR do?

This MR adds an ability to sort search results for merge requests and issues by creation date. The backend support was implemented in !43295 (merged).

Also, this MR renames params[:sort] values:

• newest -> created_desc
• oldest -> created_asc
