Support variables in rules:changes

What does this MR do?

Related to #34272 (closed)

Adds support for variable expansion to rule:changes entry, making possible use cases like:

test:
  script:
    - exit 0
  variables:
    HELM_DIR: helm
  rules:
    - changes:
      - $HELM_DIR/**/*
