Fix project pages settings size limit form

What does this MR do?

Currently, the Project Pages settings does not include the Pages size limit form unless gitlab_pages['external_http'] or gitlab_pages['external_https'] is set in the configuration.

This MR moves the input for the size limit and the save button outside of the if statement that checks for the gitlab_pages['external_http(s)'] configuration.
