Remove Documentation Update for Deploy Boards Fix
What does this MR do?
Revert the documentation update to deploy boards indicating that the duplicate instances bug has been fixed.
Remove the changelog entry.
After the bug fix has been rolled out to gitlab.com, both of these should be added back in the MR that removes the feature flag.
