What does this MR do?
This MR reverts Use backend filtering to autocomplete vulnerabilities related to taking the "+" symbol as a reference prefix for Vulnerabilities (#222483 (closed)). The decision to revert the functionallity was made in #264441 (comment 429187245)
Remaining changes
Rationale: Reverting this will not bring any problems and introduces more noise. Instead I only removed methods related to references
Rationale: This doesn't interfere with any existing functionallity and we will leverage this independently of the chosen reference prefix
