Added multiple methods(webhook, scm, issue boards)

What does this MR do?

Added multiple methods which we can run from console:

• Webhooks: Removing webhooks if it fails in getting deleted due to webhook logs.
• SCM: If users getting 409 in Azure because of mismatched identities between SAML and SCIM we can use this method to fix the mismatched identities.
• Issue Boards: Due to timeouts issue boards are getting failed to load and gets stuck in infinite loop icon we need to call this service to fix this.

Availability and Testing

• Review and add/update tests for this feature/bug. Consider all test levels. See the Test Planning Process.
• Tested in all supported browsers
• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
