Add link to the note when adding a comment on an issue
What does this MR do?
Adds a link to the note when a user adds a new comment on an issue.
Why?
When viewing a thread of notifications on an issue in Gmail, the email footer that contains the link to the new note is sometimes collapsed by default requiring an extra click to expand it before being able to click through to the new note. This change links the action text commented to the new note so you can click through to it automatically.
