Replace reference to frontend lead with foundations member

What does this MR do?

Replaces a reference to a "frontend lead" role with "a member of the frontend foundations team" in our code review approval guideline documentation.

Also adds a note about legal approvals for MRs that add libraries with unapproved licenses.
