Fixes the ability to filter target branch by not equal

What does this MR do?

Fixes the target branch filter in merge requests not allowing users to filter by no equal. This previously didn't work and instead just did no filtering. With this change, the user can correctly filter by target-branch!=BRANCH_NAME
