Move override_date_attributes to RelationFactory"

What does this MR do?

This MR follows the general pattern established, we use Gitlab::ImportExport::Project::Sample::RelationFactory which is overriding a method def setup_models that would overwrite @relation_hash with corrected dates for sample data Template.
