upgrade labkit to 0.13.1, document new service_name parameter
What does this MR do?
This patch upgrades labkit to 0.13.1. There are two changes of interest in this release:
- https://gitlab.com/gitlab-org/labkit-ruby/-/merge_requests/39 - jaeger: allow service name to be overridden via service_name param
- https://gitlab.com/gitlab-org/labkit-ruby/-/merge_requests/41 - bump jaeger dependency to ~> 1.1
