[RUN AS-IF-FOSS] Migrate services specs to consider admin mode
What does this MR do?
Removes auto-admin mode from all services specs and migrates them to consider admin mode states for administrative access
New batch of specs that continues work initiated on multiple other MRs for #31511 (closed)
