Fix dropzone paperclip and loading icons

What does this MR do?

Follow up from this discussion !43945 (comment 435296252)

• Adds a size class for the dropzone paperclip icon
• Replaces gl-vertical-align-text-bottom with gl-vertical-align-middle for the loading icon
