Quarantine project_templates_spec.rb Instance test

What does this MR do?

The Project Template Spec Instance level test was originally quarantined on Staging due to a specific environmental issue.

Frequent failures were seen on master - #247874 (closed) - so this expands that quarantine based on that ticket.
