Cross-link cluster and managed apps docs
What does this MR do?
Originally, I thought #34509 (closed) needed a fully-documented procedure:
Document how to use the GitLab to install Group and Project runners for Kubernetes. I was under the impression that documentation exists for doing this manually, but I couldn't actually find it at first glance.
There definitely doesn't seem to be any docs for doing this from the UI, which was added for groups in !16338 (merged), previously already available for projects (not documented, I think).
@Alexand, however, thinks the issue is simpler, and I've opted to address the simpler need:
I'm also not sure about the scope of this issue. Installing runners are already documented on the GitLab Managed Apps page. So, maybe we just need to mention somewhere that one can create group/project clusters, then on each of those one can install runners based on Managed Apps docs?
This MR adds a couple of sentences to https://docs.gitlab.com/ee/user/project/clusters/add_remove_clusters.html at the end of the subheadings for creating new clusters, and adding existing clusters, pointing the user to the Managed Apps page. I think that may be sufficient to close this issue out, but I'll send it over to @Alexand to be sure.
