Initial mr template selection in SSE

There seemed to be a bug or something in setting up this MR as the description template I'm used to seeing for SSE feature work wasn't available 🤔

It is one of two foundational MRs that will enable static site editor users to use pre-existing merge request description templates (if applicable). The second MR will wire the correct data so mergeRequestTemplates can be properly set.
