Fix quickactions not working before codeblocks

What does this MR do?

Due to a too-aggressive exclusion regex, we were not parsing quickactions properly if they looked like this:

/label ~A

`some code here`

This MR tightens up the regexes a bit so the above works as expected (applies a label)
