Add facet labels list back in

What does this MR do?

Facet labels were removed with !46271 (merged) and I opened this MR up as a discussion starter for how Facet labels should be described and to followup on where the SSOT should be.

This MR:

• Adds the section back lower in the page
• Provides more context as to what facet labels are used for
• Gives more applicable examples but keeps an incomplete list

Looking for feedback on:

• Are facet labels still needed in order to support internal business processes?
• If yes, where should the SSOT for facet labels be?

• Review and add/update tests for this feature/bug. Consider all test levels. See the Test Planning Process.
• Tested in all supported browsers
• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
