Adding a check for pipeline subscription availability

What does this MR do?

Currently the view for pipeline subscriptions get rendered unchecked. This MR addresses this by checking whether the feature is available before continuing with rendering the view.

This MR resolves #266938 (closed), which is a feature request/bug report by a customer who reached out to GitLab Support
