Remove ci_secrets_management as licensed feature flag.
What does this MR do?
ci_secrets_management was rolled out and removed with #243431 (closed) but we did not remove the licensed feature flag definition (ee/config/feature_flags/licensed/ci_secrets_management.yml).
This MR removes this. See #273362 (closed) for more details.
