Remove ci_lint_vue feature flag

What does this MR do?

Remove old code!

The feature flag has enabled for some time now (and recently set as default_enabled: true), so we are ready to remove the old code.

Screenshots (strongly suggested)

No changelog is added, as the MR !46801 (merged) that enables the feature flag by default already did it.
